To add more depth to this question, this was in regards to someone who felt guilty about those who suffer from traumatic events in their lives such as hurricane Katrina, or the Tsunami in Indonesia. They wanted to know did they attract these events onto themselves?
This can be explained in a way that is clear when you approach it from the sense of being unconditionally responsible. When we look at events from an unconditional way of being, then events are just events. No matter the outcome. We don't judge them as 'good' or 'bad', but rather 'constructive' - supporting the life you consciously want to live, or 'destructive' - not supporting the life you consciously want to live. When we can look at events or situations as this way, then we do not look at them as being 'punishments' or 'rewards', which come more from a mindset of judgment.

Everything isn't the result of the Law of Attraction, the Law of Attraction is us, so it is the result of how we choose to create. Do we create through conditions (judgement, blame, guilt or shame), or do we create unconditionally? In each and every moment we are always creating. The point is to not judge what we create, but to observe and allow it to show us where we are being conditional in our thoughts, beliefs and actions.
We are responsible for the world as it is today through our thoughts, words and actions. If we continually put conditional thoughts out into the world, we will receive all those thoughts create. If we continually put unconditional thoughts out into the world, we will receive what these thoughts create. The point is not to judge the creation because that only continues the creation, or the world as it is today. If we want to change it (and some may not want to change it), then the first step is to stand in the unconditional responsibility of that creation, and then begin to choose differently. We cannot change what we judge.
This course explains this concept as well as teaches you how to become unconditional and not judge yourself and your creations much better than I could. So I'll refer you to this course for a deeper understanding.
